FIRST PHASE

 

 

It is said  the first phase of this project is the most complex but also the most important and necessary, considering the fact that no family can be left outdoors while their home is under construction, therefore it is imperative the pre-edification of a Temporary Housing Plan, whose physical construction will be permanent.
These homes are meant to be habitable only in a provisional manner by displaced families while the actual physical construction project is being carried out, this housing post of limited occupation will be called “Displacement Area" where no deeds will be issued but a temporary license to families or individuals  awaiting their homes. This license will prevent the redemption or exchange of the temporary units, avoid traps of household inflation or the possibility to do any kind of trades with, and ensure a genuine way that people who hold them are the legitimate individuals counted by the social workers. Generally these procedures are effective obtaining fingerprints, photographs, personal information and secret key codes. “Temporary Housing Plan” is referred to be the moving area or buildings properly equipped and supplied by the national government,  appointed as temporary housing but physically permanent, since they will be regularly occupied only by people in transit coming from the Pilot and subsequent plans repeatedly being in motion, So they are intended for being  inhabited by individuals in relocation plans, appropriately numbered and approved by a team of social workers  expected  to be re- located within the constructing complex. By no means families’ constant permanence will be allowed on the premises of the displacement area.

This first phase will be started when the Displacement Area is fully built and equipped to deploy the team of social workers onto the designated site known as "Pilot Area".
