The plan starts with an area chosen by the national government.

Let's change Caracas' face

It is essential  for this site to be chosen by the national government, preferably by the Head of State to ensure the beginning, continuation and successful completion of the project, assisted by the Secretary of Housing and high officials of the national public works, who in general have the plans, demographic facts and geological data of urban areas where detailed work of census, will be carried out, as well as needing resources such as medical clinics, educational institutions, parks,  sport fields, churches, police stations, water etc., and the planning for easy movement from within to the outside of the given areas.  In this first phase the government can make  use of what is
known internationally as the "Eminent Domain law" , which is the absolute power or capacity the state has to take a land or a property whose space has been assigned for  social interest, such as a construction of a railroad tracks, a piping displacement or just a given land for the construction of houses of social concern by fair compensation to the owners, however in these cases, constructions were made unlawfully on lands owned by the state and there are no responsibility for compensation given from the government to the owners , notwithstanding the compensation figure  will be materialized in the houses allotted to each of the local families on site.
This first stage carried out by social workers will be nearly backed up and protected by the National Guard and Army entities providing permanent security to the first team   climbing the hills and physically be in daily contact with each of the families established in those particular places whose reports will calculate the needs going to be used in the project. The census provided by the social workers must be considered the most important data as they will provide an accurate number of families and individuals by area and the grounds to calculate their needs, costs, equipment and materials to be used  in the mother project with a least margin of error.

The census may not exceed the previously established boundaries  demarcated on the pilot area, the conceptual information relating to social needs in the pilot area will be calculated once all numbers have given the exact amount of the entire population on the assumed site and   areas of social interest, based on questionnaires individually performed ​​to each of the families, this questionnaire will be an extensive enquiring demarcating ages, number of people in the household, who works, who studies, who is the head of family, what is the income and what are the needs of most interest for both children and adults, it will also have photographs and fingerprints data, calculation of Short Term Family enlargement and physical disabilities or necessities, everything  done within a framework of confidentiality and respect to human dignity.
When we talk about family enlargement we calculate how a family would potentially broaden in a short period of time. A small example of this would be the son or the daughter of the primary couple already established at home and living with his pregnant partner and a young child, it is clear that within a short period of time more space will be needed to house the second and subsequent members.
Once the census is finished (never before) and  the number of families and individuals to move  are calculated, everybody will be informed of the program and the need for moving momentarily  in due time, to be subsequently  re- located again but this time in a permanent manner into a physically and humanly safe and habitable housing. It is not recommended under any circumstances to inform of the plan or to make public statements before the project is carried out as this result solely in the immediate displacement of more people from outside the pilot area in an attempt to receive conceived benefits.
Once the census and data are done we can say that the end of the first phase is complete and the plan can go on with the transportation of all households from the Pilot Area to the previously set and numbered Displacement Area.

This small migration is not done at random since it is previously made in accordance to a procedure known as “home allocation plan”. This allocation planning prevents disorder, disorientation and the chance to opportunism as the families will get their spotted location by an already established designation within the temporary complex. At this final stage of phase it is extremely important that social workers have informed families that not all possessions are allowed to be transferred and only those significant belongings will be taken to the new place already equipped with beds, furniture and appliances for daily use. It is vital to note that objects that are not taken from the barracks on time by the households (responsibility of families) or previously transported to other locations will be discarded by the time of the demolition. (The transfer of “domestic animals” or pets of the families will be allowed). At this stage it is imperative the close involvement of the Army and the National Guard to ensure the order during this movement and to help on the transportation of families and their belongings to the displacement area.
This displaced area not only will serve as a transitory home for these families but also as an essential part of what is call Domestic life drill  (situations in which the individuals may be poorly educated due to the precarious survival circumstances obtainable in a given time) This preparation will take effect in several model units in the area specifically chosen for that purpose,  in which the individuals will receive by educators a broad training and lectures aimed to inculcate the so called "Culture of Maintenance ". This training will encourage and ensure the permanence of the correct use of the new housing facilities, such as toilet training, hot water, use of sink and lavatories, proper use of water, waste deposition, use of electric facilities and high voltage precautions, phone and computers use, urban facilities for disabled people, good use and compliance of areas of social interest, such as parks, playgrounds etc., the prohibition of graffiti’s or “raptures” avoiding sewage obstruction, household  and personal health and hygiene, respect for postal service, driving on steep areas specially when raining, landscaping, irrigation, tree planting and maintenance, Backyards and gardens improvement, as well as guidance for obedience of  law, the compliance of signs and posters with reminders of care and support , chats and discussions to create a strong awareness of  crime and lawlessness and encourage the mood for reporting  those who commit crimes.

 

On this first phase other plans will also be carried out such as the recruitment and selection of staff and hiring of working companies, these procedures will always be made at a point always near the pilot area, a zone in a government custody, with amplitude and storage for equipment and materials later on to be taken to the construction zone, this area is called Base of Operations where engineers and managers shall direct the orders from.
In a sociological manner another important point is to take the use of workers from the very same community that is being improved, this will contribute to the reduction of unemployment and gives an emotional sense of belonging evolving into the best care of the facility, so those individuals who are capacitated and willing to work must be included in the plans.

This project will provide a strong foundation to foresee a fruitful future for the country.

Information about plan won’t be released at early stages to avoid inflation of household or outsiders displacements.

Families will be assisted on the transportation from site to the displacement area.

Evacuation and allotment will be assorted by numbers and colors.
