These working jobs will be paid and supplied by the government following the data and suggestions from social workers (mandatory) who knew from the beginning the professions and skills suitable for those positions, so those occupations must be given only to skilled individuals with knowledge on gardening, construction, and all the subjects related to maintenance.

That information is kept by them who met on their primary research, all the professions and occupations from the residents themselves. The social workers will also monitor their jobs and will have the power to depose and replace individuals who are not properly complying with their duties or have fallen into corruption or incapacity.

The twelfth phase is also the culmination of the discussions of maintenance and the promise of care, given then at the displacement area, however it does not mean  they must be forgotten, as the social worker’s staff will continue making regular visits  to the area collecting information and making checkups in order to find out what is their opinion regarding this great change and how it impacted on their lives, they will also prove if the promise of maintenance and good conduct is being kept, this rounds of visitation will also share ways to beautify their backyard and gardens and featuring important polls in order to know how the individual is now feeling? And what their opinions are regarding this evident change? This is done to establish a behavioral pattern subsequent to life improvements, very useful for future development of statistics related to criminal decline and the apathy triggered by the stress caused by inhuman conditions and lack of hope.

Finally it is here when the transfer of command from the National Guard and the Army  is handed over to the Police, who will now be in continued control and safety of the area, this will be done in accordance to previous training plans  lasting several days  given to the police by a highly professional staff, who will make them veterans in the recognition and movement within the area, as well as on prevention, surveillance, search and seizure of individuals and the appeasement of any incident  disturbing  public order, or break up any illegal activity  taking place in the grounds of the pilot area and the continuous screening of individuals  promoting insecurity and crime.
The police will be set to their stations located strategically at the main gates (regularly two) and at the peak of the hill where the main command is established, these stations will be equipped with bedrooms for the guards, bathrooms, dining room and kitchen, reception wards, radio patrols, motorcycles, walkie-talkies, telephones, antennas, surveillance cameras, computers with high speed internet and other equipment deemed to be necessary to guarantee the public order.
The transfer of command from the National Guard and the Army to the Police is the most convenient moment to say that the mission has been accomplished and it is time for the President to inaugurate this act of national interest, as a Head of State who started it, he is the one who shall inform the nation about its execution and successful conclusion.

This is when the president will combine upcoming plans and use statistics provided by this very first Mother Project, as well as releasing studies for resources, precise budgets that will command the safest guidelines for future plans, allowing the beginning for seconds projects, that could be bigger or smaller according to the metropolitan areas and enabling the beginning of several ones at the same time.
 
The President now will have on his hands the designation of a special delegation of investigation with its internal affairs department, committed to oversee the budgets used in these plans and the detection of any form of corruption or personal use, the president will also order a study covering urban areas in the capital and the states suffering from the same housing affliction.

The President will turn this plan into a national permanent housing project whose main operator will be the national government, with the power to delegate foreign or national companies, whether public or private throughout fair biddings in order to carry out these works under a supervised system within federal budgets calculated over the bases of this first pilot project.
In the same way the president will enact first-hand laws prohibiting new constructions of unsafe housing on high grounds and will commission the law enforcement agencies nationwide to take charge on preventing that new illegal constructions are carried out after a particular date, from which it will be totally unlawful and prohibitory in every city of the country to lift new illegal constructions.

The agencies will also have the role and will be invested by law to visit the sites where constructions are taking place in order to stop them from that particular date and carry on with the punishable consequences.

The president will make another important decision such as the nomination of new national parks to prevent new elevated lands from being invaded.

Mother Project finally retires with the hope that this project will not be left abandoned as many others, as we already have bottomed out on this housing matter and the uncontrolled eruption of shacks over the hills. So the fact of not creating an urgent city-planning program just now and pretend nothing is happening, will soon end up into a living hell, a destroyed land that could have been a prosperous and privileged country that was defeated by the incapacity and ignorance. We expect the Government will cast out this plan, so in a few years we are able to see the rebirth of a new slum-free-Venezuela.
