BEFORE THE PROJECT

phase and again before being executed.
It is strictly prohibited using the houses of margin of error beforehand, as these dwellings will be used when an impending error has been detected in the system.
The homes becoming vacant on the displacement area will be cleaned up, repaired and closed awaiting for transit families involved in future plans, those facilities will remain under the care of the army, the use of these premises will not be tolerated for any purposes other than for which they were created, neither allowing the permanence  of families under any circumstances whatsoever, nor their use for any other personal means by their custodians, whose action will be considered illegal and officially prosecuted  since it  undermines the importance of a plan of national interest. By the granting moment of each house the following entities must be present:


1) The social worker in charge of the process (preferably the individual (he or She) who has led this particular case from the beginning)
2) The recipient subject (if single, by himself), (if head of household, with corresponding family)
3) A government representative (Attorney) noting down each allocation and receiving signatures.
4) A government reporter (Photographer).
5) Two or more witnesses (may be of the National Guard).


The Social Worker will present property papers to its rightful owner and corresponding keys of the house, the presence of an attorney or government representative will score and notarize those papers and fill out the registration documents and the deed to their corresponding receptors, who must match with the forms kept on files from the beginning of the process and maintain copies for future use or statistics or any other control required by the government. The photographer will take two color photographs, clear and concise to the moment of the ceremony and faces of participants with the presence of witnesses (or whomever present), the Army or the National Guard will ensure order to the moment and the correct delivery of the property as set by law.

It is only at this very moment when the recipient becomes the new owner of the property by casting signature and receiving the keys and papers, the individual will also receive a district map and postal zone for the person to know where is it located) all these delivered with their corresponding conservation tips and reminder of promise to keep a good conduct and care of the given property. (The new homeowner will not have full participation on the location or choice of the house nor the option to choose which one will be his or hers) these decisions were absolute power of the planners, taken at earlier stages according to the data.
The recipients will also be given pamphlets with local law governing the rules and regulations stating that alterations or property expansions can be done provided they don’t degrade the urbanization view or operability. The construction of new walls must be properly plastered and painted, and any extra modifications upon any area of the house shall not alter the established codes, such as the use of fluorescent colors, cables hanging in the air etc. or anything to spoil or disfigure the good face of the neighborhood. They must also follow rules such as deposition of garbage into their proper containers and not on the streets, avoid urbanization’s defacing signs or to leave abandoned vehicles or junks in front of their houses.
Once the first allocation is done by numerical color, the second round will begin, always following the same procedures of numbering and colors, this process could take days or perhaps weeks, at this point people leaving and entering the pilot area will have to show a temporary identification card, given by social workers in order to re-enter until the allocation process has been concluded.
The homes of margin of error remaining empty after the full occupation, will be a priority for the people of that particular community, their custody will remain on the hands of the social workers who will decide, based on the family enlargement calculation data  what  families  could they benefit. These allocations will be made over a period of ten (10) days after the first occupation. Under no circumstances these homes may be appointed for personal use or for the guardian’s relatives, these actions will be considered as an unlawful appropriation and shall be pursued by law with arrest and jail. The homes of margin of error are to be given in its totality in accordance to who may be next on the family enlargement list. The subsequent internal constructions made in the houses, either for enlargement or shape’s changes, color or style will be the sole responsibility of the owner, it is very important to note that the association is entitled to warn of the ways not to deface or tarnish the area, each new fence lifted or altered must be properly plastered and painted without exposing the red bricks that for so long represented the misery. The maintenance association has the power to order the plastering and painting of the walls if it exposes out the bricks or blocks or issue a fine in cooperation with the police.

TWELFTH PHASE.

This phase is a rejoicing phase, because it means the culmination of the commitment, this stage is the phase of the final allocation, where the families are going to be back permanently in their new units. There is no doubt that by now the community will be flooded with  enthusiasm and a new way to perceive life, the hills are no longer about dangerous steeps and sewage dripping down  everywhere, it is now  a green hill appropriately fortified and lit, with paved and lined up streets, with safe and attractive buildings full of gardens, grass and flowers, presenting a percentage of crime almost nil due to the strategic position of police points, that is why it is imperative the permanence of this environment in order to prevent  deterioration and  lack of maintenance at all costs.

On this last stage the social interest site’s allocations is scheduled ( those that were built), following of course with their legal nuances, whether if it’s a church, to its corresponding priest,  if it’s a school to its  principal  with his educators and if a clinic or medical  dispensary to its doctor and health team. Even though it is less risky and tumultuous this second provision  will also be secured by the National Guard and the Army almost finishing their altruistic mission on this important project, because if it weren’t for them, this plan of social interest would have been a big failure. These social interest places will also have their responsibility for maintenance, such as the care for their premises, the good preservation of gardens and all obligations of their concern. At this stage the personnel in charge of the association of maintenance shall be appointed, those individuals  must be of the same community and they must understand and accept  that from now on they will have the responsibility to monitor and maintain the wellbeing of  gardens  and keep  public areas in good conditions, such as poles with lights, repair street holes or cracks, repair, plants requiring trimming, broken sidewalks, fence’s patches, periodic lawn mowing and all jobs to be necessary over the entire extension of the pilot area. This appointed personnel must sign an agreement stating the acknowledgment of immediate termination if maintenance is not carried out, or on obvious abandonment of premises, this person must leave his/her position to be replaced (next on list) by a capable individual who carry on with the jobs.
