Let's change Caracas' face

So the date of the allocation process will be determined by colors and by numbers giving the individual the exact time of the moving step.
With no doubt most individuals will take the fast and accurate decision to move on the given time, keeping in mind the promise of a housing improvement, however certain percentage of them will refuse to leave their homes specially those who have dwelled there for a prolonged period of time and perhaps have rooted ties related to family members who have lived and died there, to certain degree their desire to remain in site is understandable  but nevertheless it’s not  strong enough  to sacrifice a plan of social importance of such magnitude where the majority of people are the ones who count, that is why  the use of  this intelligence tactic  called forced  evacuation strategy. On this plan  force  is not really necessary,  neither violence, humiliation or any sort of abuse are to be used whatsoever, on this mandatory evacuation most individuals are going to leave the zone by their own will in a pattern called Time and Necessity. One tactic of forcing evacuation is usually to continue the process of moving all those who decided to follow the law, which in most cases is almost the entire population, when the area is nearly depleted, only  a very small percentage of people will gradually be yielding when realizing  they are alone and beginning to think they actually have made ​​the wrong decision, but still have the time to reconsider, others even more stubborn will follow when  water has been discontinued, power is turned off and all services interrupted, understanding that this decision wasn’t made out of cruelty but for a basic social need and by remaining there they only are taking the risk of losing their opportunity to own a decent home.

By now the entirety of occupants have made the decision to evacuate, simply a tiny percentage will remain only to witness the earthmoving machines tearing down the barracks, having no other option but to give up or simply let themselves being removed from the zone in extreme cases by real force if necessary, always keeping in mind they are dealing with human beings that in any case will be mistreated, screamed or have their dignity to be undermined. Despite, knowing those individuals will be late for the settlement, by law their places will never be taken away, replaced or removed from them. It is hard not to think that after such a moving a person will not be a little bit disoriented and knowing that their working conditions have changed considering distances and a complete package of circumstances that could make their daily work more difficult, so an aid (supervised and strictly accounted) will be appointed for them, this help must be delivered to every moving family by the staff of social workers in the form of controlled checks or  vouchers ( non-cash ) and a series of complete meals. (Previously packed and unopened.) This help will last only on the moving time span and will cease when the moving is completed.

Stepping deep onto the third stage let’s say that all households are already been placed on their proper locations (Displacement Area) and all of them maintain a temporary occupational license (with all their data and unit numbers) it is time now to begin with the necessary instructions of a daily living. The displacement area not only will serve as a temporary shelter for those families but also it’s an essential part of what we call "Domestic Life Drill." Situations in which the individual has been poorly trained due to the deprived living conditions held for a certain period of time. This training will take effect in several model houses at the area commissioned only for that purposes and also as a chat-and-discussion sites in order to instill the “Culture of Maintenance” to the displaced families. These lectures will be given by educators in ongoing and repetitive ways day by day to educate, encourage and ensure the permanence of the correct use of the new facilities by the households, these training will include the proper use of latrines and ways to avoid  plumbing clogs by not throwing paper on toilets, handling hot and cold water, comprehending the proper use of heaters, water tanks and other systems that have been installed (e.g. the so-called Titan thankless water heater) which heats the running water in seconds as it passes through an electrically heated pipe, the proper use of a  basin or sink and water conservation, proper use of the water itself to avoid  waste or pollution, such as evading leaking pipes, garbage deposition  and debris left abandoned on the streets, use of electric facilities and the awareness of  high voltage to avoid electrocuting, especially on installations at walls or fences used to prevent trespassing , home phone use and care awareness of public phones, basic computer trainings, facilities for the disabled, proper use and conservation of areas of social concern, such as parks,  cable cars, prohibition of graffiti (Rapture) and littering or leaving wrecked vehicles or  dead animals  on the streets, the proper driving of vehicles on steep ways specially when raining,  sewage awareness, personal and family hygiene and health, understanding and respecting  the postal service and postal workers, teaching the need for gardening and the proper use of trees and green areas, irrigation, tree planting and maintenance, as well as enforcing obedience to the law, signs and posters with reminders of care and maintenance, ongoing talks to create a strong awareness of crime and lawlessness, talks to fortify the consciousness to create the habit of reporting those who commit crimes.

 

FOURTH PHASE.

The fourth phase is a bit complex in relation to human behavior, so this question arises very clearly: How many individuals would be expecting those barracks to be emptied so they could take place on them?  This is one of the reasons why since the beginning of the plan, the National Guard and the Army represent an essential part of this process, so they will be deployed day and night, covering the entirety of the depleted area to avoid the trespassing and the re-occupation of the dwelling places.
Only with their presence  the arrival of the workers, the machinery and the demolition teams would be possible, they will take place in the breaking apart and total destruction of the area and the new molding of the terrains in order to make them safe and suitable for appropriate construction.

There are many engineering methods to fix the fields in order to prevent land displacement or shifting on soil’s first layers due to the erosion caused by running waters or eventual earthquakes; it is up to the engineers in charge the system to be used on the field containments due to the different ways or characteristics a given land can present.
One of the most important points to note on this type of plan is the need for the construction of  boundaries, the fences to build in these cases are suggested to be quite high  (to prevent trespassing ) walls of three and a half to four meters high are recommended, made in block or reinforced concrete.

Once the houses have been turned into debris, the terrains are compacted, the limits of the lands have been  established and septic zones are demarked, the engineers  will proceed  with the construction of the permanent and well-established boundaries, properly limed (plastered) and preferably painted in natural green  resembling the original color of the tree leaves, psychologically this turns the workplace into a purely separated site, where work is remotely carried out and nobody sees or feels disturbed by earthworks, lifting dusts, machinery noise or eventual explosions, an isolated place where machinery and materials are much more taken care of  and also contributing to limit
