Before the act of granting the recipient corps will be under several days of training given by a properly trained personnel who will make them experts on searching drills, ambushing, detentions, arrests drills, salvation, first aid and CPR maneuvers, sudden attacks,  and training for detention of individuals throughout the area in order to fully know and identify the geographic location in an event of an emergency, having quick access to any portion of the pilot area within in a reasonable amount of time, ( all thanks to the postal map by numbers rather than names,) patrol training,  fire rescue, and any kind of strategy  to ensure the order and capture  any individual engaged in criminal activities perpetrated against the citizens. When all this is done we are ready now to pass to the tenth stage.

 

TENTH PHASE.

The tenth phase is a nice and refreshing phase, it is  full of hope, greenery and flowers, is the phase where the tree planting will take place. Who said that a bare and harsh hill is nicer than a sturdy and leafy green hill? At this stage the type of soil to work with will be different, we no longer have movements of calcareous soils, limestone’s or clay-based soils, but a black-sandy-based dust, brought to the site by trucks, piled up and distributed on the green areas by machinery forming a thick layer of more than 25 or 35 inches to ensure its durability and permanence, however prior to the filling a sprinkler systems are to be placed al around by   specialized crews,  covering all public green areas, hills, road sides, entrances and everything  planners may consider green areas (including zones of gardening and yards of each home) (having been already covered in previous phases) the inner seed and planting of each house is  responsibility of every owner.
When it comes to green areas is because they are of green color, not earth color, so those areas will be grass-covered by either of these planting methods, 1) seeding spread (uniform spread of seeded soil covering the given area), 2) manual (seat clusters of seeds being grounded with a short distance pattern) 3) or grass-carpeting (pieces of tile-like grass  covering the given area that  in a very short period of time is fully seated and ready for mowing.
The planners will decide the type of grass’ seed to be chosen, nonetheless this task will be mandatory, both its completion and fully maintenance and care.
At this stage the shade trees or large plants will also be grounded, it is very important to note that each climate leads to certain type of vegetation; it is not advisable to plant fruit trees, or plants that are out of habitat. On this phase a specialized staff will accurately choose indigenous vegetation (trees selected within the natural flora of the area) such as the “Araguaney”, “Bucare”, etc. By following these directions maintenance becomes much easier, inexpensive and less demanding.

These plants have to be watered daily on their adaptation periods and the maintenance association will assure irrigation system to work skillfully and in permanent operation. Upon completion of these planting tasks, green zones will turn into protected areas on which is unlawful to destroy, burn, mistreat, cut or truncate plants, or use parkland areas for unauthorized constructions, make unauthorized fire on green areas, littering or spread waste during celebrations or meetings, stopping daily irrigation and garbage pickup, stopping lawn mowing when needed or fail to care for the green areas.

This tenth stage underlines the allocation of posters for permanent care, maintenance and prohibition of ways, such as "No fire making” " Take care of your plants," " Keep zone in good standing” " No littering" etc.

The tenth stage will be achieved with the planting completion of ornamental trees, whether they are seasonal or with permanent blooming, the site will become even bushier and abundant once the home owners increase their yards and gardens to their liking, after following the chats and lecture sessions for enriching yards and gardens provided by the staff.

The homeowners will retain the responsibility to care for, and maintain the green areas located in front of their homes.

ELEVENTH PHASE.

We are now at the stage that could perhaps be considered the most bubbly and enthusiastic of all, because it represents the return for a better life to many Venezuelan families who so far had lived in unfair poverty and despair, socially isolated, a misery in which many individuals succumbed and never saw a beam of hope to procure a better welfare.
A stage full of shadows where generations passed through life without being able to give their full capacity to the country since the chances were never there for them, a grimed period when only opportunism and twisted pathways of survival were the only doors opened.

But now, thanks to this project carried out by the National Government (if accepted) There is brand new  opportunity, to seek a new path of study and work from a new home and open the doors for a decent and dignified future.

It is at this stage where we see the smiles and satisfaction of us all, who have put our little grain of sand to turn the nation’s direction, who was submitted by irresponsible politicians in the sixties whose actions never turned to the citizens in need and only cared for their personal benefits turning their back to the real owners of the country. This phase is definitely the phase of enthusiasm; it is responsible for relocating each family back to their permanent places. This phase must be properly guided to avoid disadvantages or difficulties.

The return to the Pilot Area will be conducted in the same manner as it was before, using the same numerical system by color that was used on the evacuation and allotting of previous phases.
Only the color and numbers called are the only ones to be present, under any circumstances people who are not referred on the tickets will be accepted. The allocation will take place on the Displacement Area ( not on the Pilot Area ) Buses and transportation vehicles from the  National Guard and Army  will depart from there, (carrying only those mentioned.) On this phase the pilot area’s gates will be enforced,  by closing  main entrances and using more entities of the  National Guard since it is totally prohibited to step onto it other than those mentioned, Army troops will be deployed on the totality of the area to prevent runoffs or illegal possessions, all households in its entirety will be properly locked up and only its temporary custodians ( the social workers ) involved in the delivery of houses may carry the keys, it is totally  unlawful to deliver such keys to those who are not  called on the correct day for their corresponding homes. Exchanges, transfers, trades and any other business done with the houses will be prohibited under the social housing law since every house will already be allocated in advance with legal deeds and documents pertaining to a single owner and holder of identity card (either an individual or a head of a household).
