used by governments before, where it was evident that a poor or a low-income-person should live on sub-human conditions, this is simply not fair nor socially profitable as it is estimated that a small house with low framing, no yard or garden, a minimal sitting area, no water heater, etc.,  is simply inoperable and destined to a definite demolition in a short period of time, showing  that all the money invested by the government and all the works done have been completely lost in a full percentage, this is known as a  public housing failure and causes the nation  billions of dollars in losses, in other words   it’s money  thrown away to the river.

According to this very plan  codes for the construction of these new homes are made for them to be spacious and safe, not  prefabricated construction from pre-existing plans as they used to be, these houses will not use small door frames  through which a tall person commonly  crouch to enter, or using cheap poor quality windows or asbestos roofs, (proved to cause lung cancer or malignant mesothelioma in long term ). These homes need to be roomy structures of good quality, concrete plastered blocks  properly painted, armed with good framing, good  flooring, well-roofed-tiled, as every Venezuelan deserves, reminding us that we still live in the city of red roofs, “La ciudad de los techos rojos” all of them with their corresponding backyard, front garden and garage, all well-equipped with wooden kitchen cabinets, and wall tiles whose colors vary from house to house,  gas lines and refrigerators, bathrooms well established (minimum count, two per house), all equipped with toilet, sink and showers’  tiled-finishing, cold and hot water which leads to a heater unit. (whether tanked or thankless heater system ), concrete floor covered either with polished granite or good tiling  whose colors and themes will vary from house to house. The size of the houses will not be equal due to the household sizes and land proportions. It is important for social workers to avoid what is known as household Inflation (trick used by beneficiaries in order to claim larger housing).
The allocation will depend on the control in accordance to the Short Term Family enlargement scale, which will determine the amount of bedrooms and bathrooms per unit.

Each house will have electricity, properly distributed with their proper meter, (responsibility of each owner to pay monthly), full water and functional telephone line, ready-ways to install gas and cable, internet access linkage, every house must be listed for postal facilities, emergency and location accessibility (previously established on maps), all these services shall be supervised and approved by a technical staff, screened and monitored to ensure their suitable operation before they are ready to be allotted.

One of the chats-discussion courses given on the displacement area will be related to these services and the obligation to be paid monthly by each of its owners, as well as the end of the clandestine theft of electrical power.

This stairways system shall be covered with a roof to protect pedestrians from rain as well as stair rails all along its way and flat spaces with metal benches in order to provide help and rest periods for the elderly, children and people with any disabilities or fatigue.
This phase is also scheduled for the constructions of social concern areas: Such as parks with sport courts, churches, schools, postal offices, clinics and police stations, as well as a large concrete wall at the entrance showing the name of the urbanization and a bronze diagram displaying the spot mapping with directional purposes.
 It is important to note that a hill could have limited areas to locate the buildings for Social Priorities. When we talk about social priorities we refer to a small number of essential services such as a clinic, a pharmacy, a police station, a park, a sport court and secondary places of importance such as a supermarket, a store, or a restaurant etc., so as the main priority buildings are taking their corresponding places, secondary priorities facilities will be next on the list to take the available spaces, those spaces will be designated by the architects.
The construction of social concern areas will also comply with codes of high quality and durability, maintaining a convenient location within the plan. When we were at the beginning of the fourth phase we talked about the construction of a high fence boundary  surrounding the whole  area  with two (2) main gates guarded by the Army who until now  have been  protecting the place and  securing  the process using temporary booths, it’s on this stage now when those  temporary Booths will be transformed by the engineers into two (2) well-built 24 hours police stations and will no longer be gate booths, but two reliable and ample structures, armored, lit and well equipped with the responsibility of keeping the security and the wellbeing on site, when referring to  being equipped   we are talking about a mere construction of a police station gifted with all police services and for being of a public use it will also have  resting rooms, for the staff on duty, dining area, bathrooms, garages, radio patrols,  motorcycles ward,  reception office for processing complaints, monitoring system, surveillance cameras, air conditioning, cold and hot water, high speed Internet, and everything the architects consider necessary for a high standard police station to be respected, and for being at the entrances they will also feature a high door (or strong moving gate), which can be mechanically shut by the police   in cases of extreme emergency or to prevent the escape of any person  representing imminent danger for the community.

The above police stations at the entrances shall never be singled up or isolated from any help or support, but on the contrary it should be part of a series of stations that care for and support each other.

In favor of ensuring the safety and continuation of law and order, every project must have a station on each main entrance (usually two) (or more depending on lot’s size) and one at the top of the peak, close to the land that serves as a seating place for the water tank, this main police station will always be displaying its serious and respectable image of authority and having at its disposal all the defense resources and materials provided by the National Government. No more “small town” police stations for a big city, no more police officers with an old and faded away uniform, no more under-trained police officers, with a miserable salary, placing their morality in jeopardy tempting him to be bribed to be able to eat. These police stations will not be given to the police corps until the completion of the plans and even after being built, the National Guard and the Army will continue to be responsible for its operations and facilities to the end of the project until the final granting act.
